Confirming the Council decision, Ms Hughes wrote to all pharmacists on 19 March 2021 as follows; ‘At its meeting on 15 March 2021, the Council of the Pharmaceutical Society NI decided that the date for CPD submissions for the 2020/21 CPD year, will remain at 31 May 2021. Pharmacists are reminded that, in order to accommodate an extended 2019/20 CPD year, the following adjustments were made to the 2020/21 CPD year as follows: Full portfolio: reduced to 22.5 hours including 3.75 hours documentation time and a minimum number of 4 cycle entries recorded; Partial portfolio: reduced to 11.25 hours including 2 hours documentation time, with a minimum number of 2 cycle entries recorded. The CPD Portal will open at 08:00am on 01 April 2021 and close at midnight on 31 May 2021. The extended 2019/20 CPD year and the shortened 2020/21 CPD have no impact on registration fees or any other aspect of registration. The message explains the key changes that are expected to take place to initial education and training of pharmacists from next year and what these changes may mean for current students. Trevor Patterson, CEO and Interim Registrar, has made the following announcement concerning CPD submissions for 2019/20. Announcement from Trevor Patterson, CEO and Interim Registrar of the Pharmaceutical Society NI In March 2020, the Council of the Pharmaceutical Society NI postponed the CPD 2019/20 submission date and subsequently set the new submission date at 31 August 2020, a three-month delay. At its meeting in June 2020, Council reconsidered and affirmed its decision to end the CPD year 2019/2020 on 31 August 2020, with portfolio submissions by all registrants due on that date. In coming to its decision, Council was cognisant of the three key objectives for healthcare regulators: ensuring patient safety; setting and upholding standards; and maintaining public confidence in the profession. Council considered the fact that, on average, 11 people are removed from the Register each year for failure to submit an annual portfolio and 9-13% of those assessed fail to meet the standard at the first attempt. Of this latter group, the overwhelming majority are able to demonstrate that they meet the standard during the year through remediation. Council had previously recognised the pressure on the profession at the height of the Covid-19 surge which was why it postponed submission and maintained the amount of CPD at that required for a 12-month period, during the 15-month cycle. Council also discussed the speed at which pharmacists had to change both what they did and how they did it and agreed that it was important that all of the learnings from this should be captured, the CPD process forming an ideal medium for doing so. There was a recognition that, when the emergency was declared, three quarters of the CPD year had elapsed during which pharmacists would be expected to record their CPD on the CPD portal and the delayed submission date, with two months’ notice, would provide ample opportunity to complete the submission process. Commenting on the decision, the President, Dr Jim Livingstone, said “This is the correct decision to ensure that CPD standards are upheld, the public are protected and trust in pharmacy is maintained. Patient groups advocate strongly for professionals to keep their skills and knowledge up to date and are reassured by independent evidence that this is being done. I want to commend the pharmacy profession for their significant contribution in difficult circumstances and encourage them to continue to be reflective professionals by documenting and reflecting upon their learning”. Please note that, due to Covid-19, our offices are closed. To facilitate those registrants who submit a hard copy portfolio each year, our CPD Coordinator will be at our offices from 08:00 until 16:00 on Monday, 31 August 2020, to receive hand delivered portfolios. Speaking about the public consultation, Dr Jim Livingstone, President of Council stated: “Continuing Professional Development (CPD) is vitally important to ensure that pharmacists in Northern Ireland maintain their professional standards and are continually developing their practise. The CPD Framework outlines the form and manner by which pharmacists can meet their CPD obligations. “We have carried out a review of the current Framework, and are proposing a simplified and shorter document, which is focused on ensuring pharmacists fully understand their obligations, which will be supported by further guidance to help explain the regime. “Some of the main proposals include changes to the number of CPD cycles, the total number of CPD hours, and the overall pass mark, bringing the latter into line with post-graduate qualifications. Changes are also proposed to the requirements for those joining the register after more than 12 months out of pharmacy practice. “Subject to the outcome of this consultation, the proposed new framework will be introduced in the CPD year 2020/21. “I encourage pharmacists, the public and our stakeholders in Northern Ireland to respond to this public consultation on the CPD Framework 2020. The Framework will be very important to pharmacists, but it also plays an important role in maintaining public confidence in the pharmacy profession. This revised document will become the foundation upon which we develop a continuing fitness to practise programme for pharmacists in Northern Ireland”.
